Purpose
1. This paper is to support a recommendation from the Tribunal that the Government legislates for a process that allows for the owners of Māori owned
land to return the land to hapū or whanau ownership.
2. The proposal is made by Tony Manning of Ngāti Koroki, Ngāti Pare and Ngāti Huia ki Katihiku with the support and advice of his half-brother, Richard
Manning, an Associate Professor at the University of Canterbury, and of Sir Taihākurei Durie of Ngāti Te Ra of Ōtaki and of Ngāti Kauwhata of Oroua.
3. Tony Manning is a tribal elder and customary fisherman.
4. Dr Richard Manning is an Associate Professor of Education who has also served as an Historian at the Department of Māori Affairs, iwi Transition Agency and Waitangi Tribunal (Claims Inquiry Facilitator).
5. Sir Taihākurei Durie has served as a Māori Land Court Judge, including as Chief Judge, since 1974 and has now retired.
